Colorado treats cosmetic injections and Class IIIb-or-higher laser, radiofrequency and IPL treatments as medical-aesthetic services, which are the practice of medicine. Colorado Medical Board Rule 1.17 sets how physicians delegate them, and a 2025 law (HB25-1024) added disclosure requirements that reach clinic websites and advertising.
What counts as a medical-aesthetic service
- The Medical Board's delegation rule defines medical-aesthetic services to include injections of any substance and the use of a Class IIIb or higher laser, radiofrequency device, intense pulsed light or other technique that structurally alters tissue or removes hair.
- Delegated medical-aesthetic services must be routine, technical services that a reasonable and prudent physician would find appropriate to delegate.

Delegating to staff who are not licensed for the service
- Before a delegatee performs a service outside the physician's presence, the delegating physician must personally observe the delegatee perform it (over-the-shoulder observation), and must reassess competence at least once a year, including over-the-shoulder monitoring of each delegated service.
- Offices that provide delegated medical-aesthetic services must post, in the reception area, the name and contact information of each delegating physician.
- The rule gives examples of titles that confuse patients and must be avoided, including a delegatee calling themselves "doctor" and an aesthetician using a title such as "medical aesthetician" without a Colorado license, registration or certification to perform medical services.

- Since August 6, 2025, a physician or APRN who delegates medical-aesthetic services to someone who is not a licensed health-care provider must post a highly visible notice at the location with the licensee's name, Colorado license number, contact information and an online address for filing a complaint with the board.
- The same law requires a notice on the unlicensed individual's public website and on all advertising materials stating that the medical-aesthetic services are delegated and giving the delegating licensee's name and Colorado license number. Each patient signs a consent form, which must be kept for at least seven years. Facilities regulated under Title 25 are exempt.
